It is time to revise Arizona's tax code to make it fair to everyone.

We need to conduct a comprehensive review of all tax loopholes, exemptions, reductions, and credits every 7 years. If these loopholes do not benefit the economy or provide services, or if they are unfair to taxpayers, voters should be asked to sunset them.

Arizona relies too heavily on a regressive sales tax. Broadening the sales tax base to include services would reduce the unfair tax load on those who can least afford to bear it. The State Legislature has been unfairly shifting the property tax burden from utilities and businesses to residential property owners for some number of years.

Although the Republicans in the State Legislature want us to believe that they are not proposing new taxes, they have simply transferred tax burdens to local and county governments. That's not "no new taxes." We still feel the pinch.
